Abstract

This study analyzes the effectiveness of the KRISNA Program in addressing out-of-school children (ATS) at the Surabaya City Education Office. Using a descriptive qualitative case study approach, data were obtained through interviews, observations, and documentation, then analyzed using the Miles and Huberman model. The research evaluates four effectiveness components: resources, service quality, time limits, and procedures. Findings show that the program runs effectively, supported by adequate human resources, funding, and facilities, although challenges remain in student attendance and administrative completeness. Service procedures are implemented according to SOP, enabling smooth coordination between agencies. The study highlights the importance of optimized resource management and strengthened monitoring to improve educational intervention outcomes.
