Abstract

The floating community in Perlis Village, Langkat Regency, North Sumatra, faces economic challenges, especially among women. This study explores survival strategies and empowerment opportunities for these women, who play a vital role in supporting their families beyond fishing activities. Most residents rely on small-scale fishing, while women engage in trading during fishing off-seasons to supplement household income. Social cohesion is maintained through cultural and religious activities. Using the asset pentagon theory, the research identifies key resources: human assets (women’s education), natural assets (marine resources), physical assets (fishing equipment), financial assets (savings and support), and social assets (community networks like PKK). Recommended empowerment strategies include skills training, better financial access, education, infrastructure development, participation in decision-making, and health and environmental initiatives. These measures aim to strengthen the resilience of Perlis Village’s women and improve their living standards sustainably.
